Scouting Report:

The top recruit coming out of high school, Phillips actually retired from football at one point from UCLA. He then decided to transfer instead to Miami and will have to sit out a year because of the transfer. He has elite measurables as an edge rusher, and could very well decide to enter the draft instead of playing in 2020.
